I-14.1 Summery for New Installation 

 

Current Guidelines

1. Building owners and/or their operating agents shall provide façade maintenance companies with the

following written assurances:

    a. That the installation has been inspected, tested and maintained in compliance with the

requirements of this Standard;

    b. That all equipment dedicated to the building meets the requirements in Part B of this Standard;

    c. Specific load ratings, intended use and limitations for fixtures permanently dedicated to the

buildings;

    d. Manufacturer’s instructions for installations and anchorages permanently dedicated to the

building.

2. Building owners and façade maintenance contractors shall not allow work to be performed unless it

has been determined that the building has provided identified and certified anchorages.

3. Each worker shall have two separate tie-back anchors.

    a. Lifeline – a vertical line used to suspend the worker during one decent.

    b. Primary Line – a vertical line used to support the worker’s equipment for accessing parts of a

    building to provide maintenance.

4. Every primary line and lifeline shall be attached with minimal slack to an identified anchorage

perpendicular with the area being accessed or offset no more than 15 degrees.

5. Neither the primary line nor the lifeline shall be longer than 50 feet from the edge of descent.

6. Rope Descent System

    a. While suspended, workers shall not reach further than six (6) feet in any direction from the plum

    line of the suspension point.

    b. When performing descents over 130 feet special attention shall be given to prevent against the

    danger associated with industry recognized hazards.

    c. On descents higher than 130 feet, provisions must be made for stabilization. Such provisions

    may include: continuous; intermittent; or work station.

    d. Every primary line and lifeline shall be attached with minimal slack to an identifier anchorage         inline (perpendicular) with the area being accessed.

7. Davits and Davit Fixtures

    a. Davits may be used to support façade maintenance activities provided:

        i. That they are designed by a Professional Engineer and the davit has a stability factor of at

        least 4 to 1 against overturning.

        ii. The davit weighs less than 80 pounds or is equipped with wheels.

8. Counterweighted Outriggers

    a. Transportable, counterweighted outriggers may be used to support ground rigged façade

    maintenance activities and RDS providing the outrigger is tied back to a certified anchorage on

    the building with a wire rope.

9. Parapet Clamps may be used to support ground rigged façade maintenance activities providing they

are tied back to a certified anchorage on the building with a wire rope equivalent.

Significant Updates to the Standard (ready for publication first quarter 2009)

1. Anchors shall be placed in line to the work area so as to prevent displacement of lines under load

and/or a fall greater than 6 feet.

2. Placement of anchors shall not be within six feet of the roof edge unless fall protection is provided

to access those anchors safely.

3. In no case shall anchor spacing exceed 15 feet.

4. Anchors are to be placed no further than 60 feet from the roof edge.
